BYLAWS OF THE BRAZOS VALLEY SERVICE RIFLE ASSOCIATION

Article I - Name

The name of this organization shall be the Brazos Valley Service 
Rifle Association.

Article II - Purpose

The purpose of this association shall be exclusively for 
educational purposes through the encouragement of organized
shotgun, rifle, and handgun shooting among citizens of the
United States resident in our community, with a view toward 
a better knowledge on the part of such citizens of the safe 
handling and proper care of firearms as well as improved 
marksmanship.  It shall be our further objective and purpose
to forward the development of those characteristics of honesty, 
good fellowship, self-discipline, team play and self-reliance 
which are the essentials of good sportsmanship.

No part of the net earnings of the association shall inure to the
benefit of, or be distributable to its members, trustees, officers,
or other private persons, except that the association shall be 
authorized and empowered to pay reasonable compensation for services
rendered and to make payments and distributions in furtherance of the
purposes of the association.  No substantial part of the activities of
the association shall be the carrying on of propaganda, or otherwise
attempting to influence legislation, and the association shall not
participate in, or intervene in (including the publishing or distri-
bution of statements) any political campaign on behalf of or in oppo-
sition to any candidate for public office.  "Notwithstanding any other
provision of these articles, this association shall not, except to an
insubstantial degree, engage in any activities or exercise any powers
that are not in furtherance of the purposes of this association."

The NRA Pledge

I certify that I am a citizen of good repute of the United 
States of America; that I am not a member of any organization 
or group having as its purposes or one of its purposes the 
overthrow by force and violence of the Government of the 
United States or any of its political subdivisions; that 
I have never been convicted of a crime of violence, and 
that, if admitted to membership, I will fulfill the obligations 
of a good sportsmanship and good citizenship.

Article III - Membership

Section A

Any citizen or legal alien may become a member of the association 
upon payment of the usual dues or as otherwise prescribed in the 
bylaws.

Section B

A member's immediate family (husband, wife, and children) will 
also be considered as members of the association.

Section C

A person who wishes to join the association shall be sponsored by 
a member in good standing.  They may become a member on the vote 
of the Executive Committee and upon payment of dues for membership.
	
Section D 

A person who attends a regularly scheduled match and pays 
the required match fee will be a limited member to participate 
in matches.



Article IV - Dues

A regular member's annual dues to the association shall be $20 payable 
not later than January 31 of each year.  No member of the association 
in arrears shall be eligible to vote or to enjoy any other of the 
privileges or benefits offered by this association.  Each new member 
will be charged an initiation fee of $50 for his first year membership.
Full-time students with a valid ID may join for $20.


Article V - Meetings

Annual Meetings

The annual meeting of the association shall be set by the president 
each year.

Special Meetings

A special meeting of the association may be held at any time upon 
the call of the President or upon the call of the Executive Committee 
upon demand in writing, stating the object of the proposed meeting 
and signed by not less than 20 percent of the members entitled to 
vote.  Notice of the time, place and object of any special meeting 
shall be given all officers and members in good standing in writing 
by United States mail not less than seven days prior to the date 
fixed for the holding of the meeting.  The place of such special 
meetings shall be fixed by the Executive Committee.

Quorum

Twenty percent of the members of the association entitled to vote 
shall constitute a quorum in any meeting.

Article VI - Officers

A. The Executive Committee of the association shall consist of a
President, Vice-President, Secretary/Treasurer, and Match Directors
elected by a majority vote by the members in good standing present at
the annual meeting of the club.  The Range Officers will be appointed
by the Match Directors and approved by the Executive Committee.  They
shall hold office for the terms stated as follows:

	1. President - one year
	2. Vice President - one year
	3. Secretary/Treasurer - one year
	4. Match Directors - one year
	5. Junior Division Director - one year

B. The Executive Committee shall have general supervision and 
control of all the activities of the club.

C. Meetings of the Executive Committee shall be held regularly at 
such time and place as the Committee may determine.  Special meetings 
may be held at any time on the call of the President or on demand, 
in writing, to the Secretary by three members of the Committee.

D. Four members of the Executive Committee shall constitute a quorum.

E. Resignation of any officer may be accepted by a majority vote of 
the remaining members of the Executive Committee.

F. If one or more vacancies in the Executive Committee exists, 
the president will appoint new officers to fill the vacancies until 
the date of the next annual meeting as provided in Paragraph (A) above.

G. The officers of the association shall maintain individual 
membership in the National Rifle Association for their tenure 
in office.
        1. On a term of Office, not more than one Club Officer may 
           request and receive relief from the requirement of article
           VI G (The officers of the association shall maintain
           individual membership in the National Rifle Association for
           their tenure in office.).  Relief shall be requested from
           the Club President.  Relief will be granted if approved by
           the Club President and three Club Officers in a closed
           meeting.  If relief is granted it will only last one term
           of Office.  It must be renewed for additional terms.
           Articles VI G and VI G.1 shall only cover elected Officers.
           Appointed Positions shall be exempt from the requirements
           and constraints of these Articles.

Article VII - Duties of Officers

A. President.  The President shall preside at all meetings  
of the association and of the Executive Committee.  He shall be a 
member ex-officio of all regular and special committees, and shall 
perform all such other duties as usually pertain to his office.

B. Vice-President.  The Vice-President shall perform the duties of 
the President in his absence or at his request.

C. Secretary.  The Secretary shall conduct all official correspondence
pertaining to the proper preparation and forwarding of all reports
required of the association by the National Rifle Association and by
the Director of Civilian Marksmanship. He shall notify the members of
the Executive Committee of all meetings and shall notify all members
of special and annual meetings, as required in Article V.  He shall
keep a true record of all meetings of the Executive Committee and of
the association.  He shall have the custody of documents and forms
used by the association.  All applications for membership in the
association shall be made to him. 
 
D. Treasurer.  The Treasurer will be responsible for the collection
of all fees and dues. He shall have charge of all funds of the 
association and place the same in such bank or banks as may be
approved by the Executive Committee. Such money shall only be
withdrawn by check signed by the Treasurer and for the payment of
such bills as have been approved by the Executive Committee. He
shall be responsible for re-affiliating the association annually
with the National Rifle Association.  He shall be responsible for 
maintaining the liability and property insurance of the association.  
He shall keep an accurate account of all his transactions and render
a detailed report with vouchers at any meeting of the Executive
Committee when requested. He will also prepare an annual report to
the organization at its annual meeting. He shall complete required
annual federal tax forms and report to the IRS when necessary.
E. Match Directors.  The Match Directors shall have charge of all
safety, small arms instruction and have charge of the ranges of the
association with authority to appoint the Range Offices.  He shall
contract no bills without the authorization of the Executive 
Committee.

F. Junior Division Director.  The Junior Division Director shall 
have the overall responsibility of all junior division programs.
G. Armorer.  The Armorer shall have the responsibility of the
association's guns and ammunitition. He will maintain such items
in safe storage and good condition. 

H. Range Officers.  The Range Officers shall assist the Match Directors,
the printing of scorecards, and the arranging of competitions, etc.  He
shall contract no bills without the authorization of the Executive
Committee and is not a member of the Executive Committee.
 
Article VIII- Suspension or Expulsion

A. Any officer may be removed by a two-thirds vote of the members in 
good standing present at any special meeting called for this purpose.  
No vote on suspension or removal may be taken unless at least 15 days' 
notice in writing shall have been given to the officer of the reasons 
for his removal and of the time and place of the special meeting at 
which such ballot on his removal is to be taken.  At such special 
meeting the officer shall be given a full hearing.

B. Any member may be suspended or expelled from the association for 
any cause deemed sufficient by the Executive Committee by a two-thirds
affirmative vote of the members of the Committee present at any regular 
or special meeting.  No vote on suspension or expulsion may be taken 
unless at least 15 days' notice in writing shall have been given to the 
member of the charges preferred and of the time and place of the meeting  
of the Executive  Committee at which such charges will be considered.  
At such meeting the member under charges will be accorded a full hearing.

C. Charges against any officer or member may be preferred by any member 
in good standing.  They shall be in writing clearly stating the facts 
relief upon and accompanied by all affidavits or exhibits which are to 
be used in their support.  Such charges shall be filed with the
Secretary/Treasurer, who will immediately notify the President.  The 
President will call a meeting of the Executive Committee to hear the 
charges.  The Secretary/Treasurer will give at least 15 days' notice 
of the meeting to each member of the Executive Committee and to the 
accuser and to the accused, which notice shall be in writing and will 
include a true copy of the charges and of the support in affidavits 
and exhibits.

D. Any member suspended or expelled by the Executive Committee may 
appeal to the full membership of the association.  He may do so six 
months after the date of his suspension.  Such appeal shall be made 
in writing to the Secretary/Treasurer who will notify the President.
The  President will call a special meeting of the club for the
purpose of acting on the appeal.  The Secretary/Treasurer shall give
at least 15 days' notice in writing to all members of the association
in good standing stating the date, time, place, and reason for such
special meeting. At the meeting of the full club, the Secretary/
Treasurer will read the original charges, the supporting affidavits,
and will read or display the accompanying exhibits, and will read the
minutes of the special meeting of the Executive Committee at which the
charges were heard and action taken.  A full hearing will be given the
accuser and the accused.  A vote will be taken by ballot of the members
in good standing present and a two-thirds vote shall be required to 
reverse the action of the Executive Committee.

E. Any official or member of the association who has been suspended 
or expelled by the National Rifle Association of America shall 
automatically stand suspended or expelled from this association 
immediately upon receipt of official notice by the Secretary/Treasurer
of this association from the Secretary of the National Association.

F. The National Rifle Association shall be given a complete report
whenever a member of the association is suspended or expelled, 
showing charges and action taken.

Article IX - Rules

Section A - Match Rules

All rifle and revolver or pistol competitions held by the association 
will be governed by the rules and regulations laid down by the National 
Rifle Association of America, approved by the National Board for the 
Promotion of Rifle Practice and the Secretary of the Army.


Section B - General Rules

Whenever he association has permission to use other range facilities, 
all members must practice common courtesy to all others present; this 
includes good housekeeping and good sportsmanship.  The following 
additional rules will not preclude any existing rules at any range 
(which must also be adhered to) which the association would use:

All firearms safety rules must be observed at all times.
All children must be under close parental supervision.
No alcoholic beverages will be brought to any shooting function 
sponsored by the association.
Eye and ear protection must be worn by shooters at all association 
sponsored shooting functions.
Obey instantly all range commands.


Article X - Amendments

Any proposed amendments to these bylaws may be introduced by any member 
of the club at any regular meeting or special meeting called for the 
purpose.  They must be acted upon by the club membership at a regular 
meeting or special meeting called for the purpose provided a copy of 
the approved amendments has been sent to each club member by United 
States mail at least ten days previous to the meeting.  A two-thirds 
vote of the members present will be necessary to pass or reject it.  

Article XI - Dissolution

Upon Dissolution of the Brazos Valley Service Rifle Association, all
assets including but not limited to rifles, shooting jackets, spotting
scopes, target stands and arms safe will be sold to satisfy outstanding
debts of the association.  All remaining assets including funds and
equipment will be donated to the 4H Club or to the National Rifle
Association for use in youth education and development programs.  Any
such assets not so disposed of shall be disposed of by a Court of
Competent Jurisdiction of the county in which the principal office of
the association is then located, exclusively for such purposes or to
such organization or organizations as said court shall determine, which
are organized and operated exclusively for such purposes.
